In a bid to encourage entrepreneurship among the youth of Assam, Government of Assam led by Chief Minister Dr. Himanta Biswa Sarma has announced a new scheme during the cabinet meeting held on 12th September 2023. The name of the scheme is Mukhyamantrir Atmanirbharshil Asom Abhiyan. Atmanirbhar Asom is basically an initiative to support the budding youth in their entrepreneurial journey through robust monetary and policy support.
Through this scheme, 2 lakh eligible beneficiaries are to be targeted over the next 2 years - 1 lakh in FY 2023-24 and 1 lakh in FY 2024-25. In this article, we will discuss all aspects of Atmanirbhar Asom 2023 scheme. @Assam.State.Portal

Eligibility Criteria of Atmanirbhar Asom Scheme
The beneficiaries of Atmanirbhar Asom Scheme should fulfil the following criteria:
Educational Qualification : Beneficiary should be minimum Class 10 passed.
Age Limit :The age of the Beneficiary should be within the age range of 28 to 45 years.
Professional Skills : Beneficiary should have skills, knowledge, etc. to undertake income generating activities (ITI, Diploma, etc.)
Loan Defaulter : Beneficiary should not have defaulted any loan.
Government Service : Beneficiary should not belong to a family of govt service holder/ pensioner.
Family : One member per family is only eligible.
Employment Exchange Registration : Beneficiary must be registered in Employment Exchange of Assam before April 1, 2023.
Residentship : Beneficiary should be a permanent resident of Assam.
Beneficiary Coverage.
The Mukhya Mantri Atmanirbhar Asom initiative aims to target 2 lakh eligible beneficiaries over the next two years. The first phase will focus on assisting 1 lakh individuals during the fiscal year 2023-24, followed by another 1 lakh in the fiscal year 2024-25. This ambitious approach underscores the government’s commitment to tackling unemployment and fostering economic growth in Assam.
Financial Assistance
One of the standout features of this initiative is the innovative approach to providing financial assistance to budding entrepreneurs. Eligible beneficiaries will receive a combination of a government grant and an interest-free government loan. This financial aid is designed to enable the establishment of micro-enterprises or service units. Importantly, the loan component will be repayable after a reasonable five-year period, offering entrepreneurs the flexibility and support they need to get their businesses off the ground.
Skill Enhancement
To ensure the success of the Mukhya Mantri Atmanirbhar Asom initiative, selected beneficiaries will undergo a one-month training program. This training, conducted in collaboration with selected educational and skill training institutions, will focus on enhancing critical skills such as entrepreneurship, management, and accounting. In recognition of their commitment, trainees will receive a stipend of ₹10,000 during the training period. This investment in skill development is expected to empower beneficiaries with the knowledge and expertise required to run their businesses efficiently.
Implementation
The successful implementation of the Mukhya Mantri Atmanirbhar Asom initiative hinges on a well-structured plan. To streamline the process, a dedicated portal for registration will be launched on 23rd September 2023. This portal will serve as the central hub for interested individuals to provide their details and ascertain eligibility for the program. Additionally, it will offer comprehensive information on eligible activities, ensuring that potential entrepreneurs are well-informed about the scope and requirements of the initiative.

Interested and eligible youths may apply online for availing benefits of these scheme once the official portal goes live. As per information received, the online portal will start receiving applications from 23rd September onwards.
